摘　　要：我们所要构建的社会主义和谐社会,应当是一个全社会创造活力涌动的社会。创造活力的丰富与否是现代社会的重要标志,是社会发展、协调、和谐的条件,是人类得以生生日新的基础,不断激发全社会的创造活力,是构建社会主义和谐社会必须认真解决的一个重大课题。《中共中央关于加强党的执政能力建设的决定》提出:"要最广泛最充分地调动一切积极因素,激发各行各业人员的创造活力,坚持破除各种障碍,使一切有利于社会进步的创造愿望得到尊重、创造活动得到支持,创造才能得到发挥,创造成果得到肯定"[。1](P19)The harmonious socialist society we are building should be one full of vitality created by all. Vitality is a key symbol of modern society, a necessary condition for the harmonious development of the society and the survival of mankind. The CPC has proposed that ＂ we should bring all positive factors and vitality into full play, break all obstacles in the way, respect all wishes for creation, support all creative activities, brings all creative potential into full play and praise all achievements in creation. ＂
