近百年来西方行政价值观演变的特征、规律及趋势探析

摘　　要：近百年来西方行政价值观的演变有其内在特征及基本规律。文章认为,从特征上看,近百年来西方行政价值观表现为对效率的一贯重视,表现为"核心—边缘"式的价值结构形态,表现为工具性价值与目的性价值的错置;从规律上看,近百年来的西方行政价值观是随社会环境的变化而演变的,是一个不断扬弃的过程,是一个主体价值的逐步突显过程。行政价值观的多样性与相对统一并存,不同价值观间的包容与调和,价值观由西方中心主义走向国际交流与借鉴,是今后西方行政价值观演变的基本方向。The evolution of the western administration values during the past century has certain characteristics. The authors argue, a consistant emphasis on administrative efficiency and effectiveness, a core-versus-margin value structure, and a means versus ends value orientation characterized the value changes in the past century. Also, values change along the changes of social environment. It has followed a process of variation and selection. Diversity in administrative values, tolerance and compromises, westerned centered value system＇s change into international value systems mutual recognition and exchange may characterize the future directions of value system change in western administrative values.
