摘　　要：环境保护的公众参与作为对政府环境行政权的一种限制,在提高政府环境行政效率、规制政府环境行为方面发挥了重要作用。本文以公众参与的基本内涵为逻辑起点,对环境保护中的公众参与的理论和实践基础以及价值理性进行了剖析,以期引起学界对该问题的重视和关注。As a restraint to the government＇s environmental administrative power, the public participation mechanism in environmental protection plays an important role in protecting the efficiency of government＇s environmental administration and regulating the environmental actions of the government. Taken fundamental connotation of public participation as the logical starting point, the thesis makes a profound analysis in the theoretical and practical bases and the rationality in value of this mechanism, hoping to attract the attention and concentration of the society to the issue.
