建立中医药对疾病预防与控制管理体系的研究

摘　　要：目前的卫生医疗体系主要都是以西医为主,不适合中医医疗养生保健特色的发展。文章提出在区域上采用以某省或市为研究对象,由中医药管理部门牵头,采用矩阵式项目领导的组织结构管理模式,成立由政府直接管理的临时机构,理清政府与保险、医院、居民和社区单元的五个各自的作用,并且视五者为和谐系统进行研究。通过建立一个电子信息的网络平台,将相关的单元系统打通,充分利用资源,进行具有中医特色的综合性的服务。对中医与西医采用两种不同的医疗医药保健服务模式,在不同的社区进行经济和疗效的比较研究。The present medical treatment system mainly centers on the Western style, which hinders the development of TCM characterized by health preservation and medical treatment. Take a certain province or municipal as an example, this paper makes a study of the harmonious system of the government, insurance company, hospitals, residents and the community and their functions respectively. The government is in direct charge of provisional organization, with the help of the TCM administrative department, adopting the matrix organization mode. An electronic information network platform is built to communicate with related element systems so that resources can be fully utilized, and comprehensive TCM service can be provided. Besides, this paper makes a comparative study of expenditures and curative effects in different communities after adopting the two different kinds of medical treatment health care service patterns.
