摘　　要：风险社会中存在着"有组织的不负责任"问题,事实上问题背后潜藏着颇为严重的非正义,从风险责任在国际间、国家内部及代际之间的分配即可表现出来。有必要把正义视作风险责任承担的价值诉求与制度理想。There exists ＂organized irresponsibility＂ in risk society. However, serious injustice lay behind this fact, which can be demonstrated internationally and between generations. Therefore, the tentative conclusion reached is that justice should be the value appeal and system ideal in risk responsibility undertaking.
