普通高校学报的稿源问题及其改革设想

摘　　要：目的提高学报的质量,扩大学报的影响力。方法针对我国普通高校学报的稿源现状,分析存在的一些问题,提出改革设想。结果存在的问题包括诸如高校学报的办刊模式、评职政策的导向、核心期刊的冲击、研究生的扩招等因素都是制约普通高校学报健康发展的无形枷锁。开拓普通高校学报的优质稿源需要改革现状,需要由封闭或半封闭转向开放办刊,以质取舍,创设特色栏目,吸引优质稿源;借助校友资源,拓展优质稿件来源;以政策倾斜,诱导作者投稿意向;发挥学报的育人功能,培养优秀后备作者群体。结论充足的稿源是学报生存的基础,稿件的质量则是学报价值的灵魂。Aim To enhance the quality of general universities＂ journals, and to expand its influence. Methods In view of the present situation of the journal manuscript source in general universities in China, it has analyzed some questions in existence, and then offered some tentative ideas for reform. Results The questions in existence include the publication patterns in universities journals, the guidance for the policy to evaluate the title of professional post, the impact from core periodicals, the graduate students＂ expanding recruit and so on. All the factors are the invisible shackles to restrict the development of general universities＂ journals. Cultivating the high-quality manuscript source in general universities＂ journals requires the reform of present situation and the changes from seal or half seal to opening to manage the publication. This paper advises to choose articles by nature and establish characteristic column in order to attract high-quality papers, and to cultivate high-quality papers with the aid of alumnus resources; besides, it suggests that the author＂ intentions to submit a piece of writing be attracted by the policy incline; and the journals＂ function to educate to raise outstanding authors be developed. Conclusion Sufficient manuscript source is the survival foundation of the journal, and the quality of manuscripts is the soul of the journal＇s value.
