摘　　要：德国的循环经济已取得了成功的经验,而我国正处在生态环境恶化,资源危机日益凸显,环境贸易壁垒逐渐加剧的阶段。因此,必须建立有利于促进循环经济发展的法律政策保障机制;采取促进循环经济发展的政策;利用生产资源和能源,走新型工业化道路;发展农业循环经济,建立新型农业产业结构。Germany has got some successful experience in developing the recycle economy. But in our country, the environment is aggravating, the resources crisis 4s serious, and the environment trade protectionism intensifies gradually. Therefore, we must establish the legal policy safeguard mechanism which is advantageous to the development of the recycle economy, and adopt policies which stimulate the recycle economy development. By using production resource and the energy, to take new industrialization path, develop the agricultural recycle economy, and establish new agriculture industrial structure.
