摘　　要：根据第二次全国残疾人抽样调查汇总数据,可以对中国残疾人社会保障(主要分析社会保险、社会救助)状况特别是存在的问题作出比较全面深入的分析。在制度建设上,中国残疾人社会保障制度建设的目标是建立一个比较完善的现代社会保障制度体系,当务之急是根据社会现阶段所能提供的各种实际条件,构建残疾人社会保障制度的过渡模式。在推进残疾人社会保险制度建设的政策选择上,一是全面提高残疾人社会保险的覆盖水平;二是加大对失业保险和工伤保险的实施力度;三是重点关注社会保险水平较低的残疾类型及青年和高龄残疾人;四是推动各地区残疾人社会保险均衡发展;五是加快农村地区社会保险制度建设。According to the data from the spot check of the second national handicapped persons, the social security （ including social insurance, social aids） of the handicapped persons and especially the existing problems are analyzed deeply so that a perfect Security system of modern society may be established. What is urgent now is to give a transitional mode. First, the covering will be more. Second, the insurances against unemployment and injuries at work are strengthened. Third, low insurances from the handicapped youths and the old handicapped should be more concerned. Fourth, security offices should be set up more than ever for the handicapped persons. Fifth, the system of social security will be speeded up in the countryside.
