摘  要:为了解决跨边界水污染问题,更好地建立省际跨界污染责任追究和污染补偿制度,需要运用科学的理论明确冲突双方的关系,发挥流域管理机构职能。以条子河和招苏台河的水污染问题为例,利用F-H冲突分析方法建立模型,深入分析不同主体包括上游、下游和松辽委的决策行为和它们之间的博弈关系,通过对12种合理结局进行偏好向量和稳定性分析,得出完全合作和部分合作2种均衡结局,以其为依据解决跨界水资源冲突问题。To find solutions to transboundary water pollution and establish the systems of transboundary pollution responsibility and pollution compensation between provinces, we need to use scientific theories to clarify the relationship between the two conflicting parties, and perform the function of basin management institution. This paper takes the water pollution of theTiaozi River and the Zhaosutai River for example, uses F-H conflict analysis method to establish model. The decision-making actions of different principal parts, including upriver, downriver and Songliao Water Basin Authority, and the game theory relations among them are analyzed. By analyzing preference and stability on 12 rational finals, 2 balanced finals of complete cooperation and partial cooperation are educed. Based on the 12 rational finals transboundary water conflicts are resoluted.
