摘　　要：政府性债务是一把双刃剑，既在国民经济和社会事业发展中起着不可或缺的作用，同时也对地方财政的正常运转和经济社会可持续发展带来一定的隐患，这就要求我们在加强政府性债务管理上积极主动完善体制、创新机制，最大限度地防范政府性债务风险，促进地方经济和社会事业的健康发展。本文就乡镇债务现状，形成原因及防范和化解政府债务风险的对策建议进行了论述。The government debt is a double-edged sword, also,in the national economy and the social enterprise develop are playing the indispensable role, simultaneously also brings certain hidden danger to local finanee＇s normal work and the economic society sustainable development this requests us to strengthen in the government debt management the positive initiative consummation system the innovation mechanism, maximum limit guards against the government debt risk promotes the provincial economy and the social enterprise＇s healthy development. This article on the villages and towns debt present situation,forms the reason and the guard and the melt government debt risk countermeasure suggested that has carried on the elaboration.
