节能规制政策的国外经验启示

摘　　要：能源对社会的长远发展具有极其重要的作用,它的利用与微观经济主体、环境保护的宏观目标相关联。如果在较少利用能源消耗的前提下,生产出原来同样数量、质量的产品,那么能源的利用是更有效的。通过分析节能规制的重要性,总结国外节能规制的经验,结合我国目前节能现状,得出了适合我国国情的节能规制启示。Energy plays an extremely important role in the community＇s long-term development. Its use is related to the micro-economic entities and the macroeconomic targets in environmental protection. In the premise of using less energy, if we produce the same quantity and quality products compared to the original, then, energy use is more effective. The paper analyzes the importance of energy-saving regulations, by summing up the energy-saving regulations experience from foreign countries. By combining the current energy conservation status quo in our country, we get the energy-saving regulations enlightenment that is suitable for China＇s actual conditions.
