摘　　要：简要分析制定全国统一、规范的精神障碍者刑事责任能力评定标准的紧迫性和重要性。重点介绍制定《大纲》的基本原则、内容及其实用性。This thesis is aimed to analyze the urgency and importance of drafting the Outline of Evaluating Criminal Liability of Persons with Mental Disorders. The emphasis of this thesis lies in the fundamental principles, contents and practical suitability（usability）.
