摘　　要：随着改革开放的不断深入和经济、社会结构调整的进一步加快,群体性事件日益成为影响社会稳定的一个突出因素。认真研究新形势下群体性事件的发展变化规律,准确把握群众社会心态的发展趋势,组织开展矛盾、纠纷的排查、化解工作,维护社会政治稳定,是公安机关在构建和谐社会中必须面对的重大课题。With the unceasingly deepening of the retbrm and opening up and the proudly adjustment of the social structures, group incidents become an important problem which affects the social stability. Therefore, we should seriously study the developments and changes of group events under the new situation, accurately grasp the development trend of social psychology, organize to find and resolve the contradictions and disputes, and maintain our social and political stability. It was the major political issue that the public security organs must face when constructing the harmonious society.
