关于中国住房社会保障的几个问题的宏观思考

摘　　要：采用问题导向的分析方法,分析了中国住房社会保障面临的主要问题,提出了解决住房社会保障的基本问题的初步思路。研究认为:在市场经济中,政府应该承担有限的住房社会保障责任,适宜的模式是政府补位模式;住房社会保障的长期目标是全民保障,但在近期只能是部分保障;政府提供住房保障的方式应该多元化,应该根据经济发展水平等因素确定合理的住房保障水平;政府提供住房保障不应排斥非政府力量,应该从多种渠道筹集保障资金,并予合理利用;住房社会保障应建立以市级政府为主要责任主体、中央政府和省级政府各负相应责任的分级负责的体系;应将住房社会保障纳入社会保障体系中,全盘考虑住房社会保障和社会保障的其他组成部分之间的关系。政府还应该为实现住房社会保障提供相应的配套条件。In order to have a clear understanding what are the problems concerning house social security in China,a guided analysis was made for presenting some basic concepts on their solution.The study shows that under the market-oriented economy circumstances the government should take a limited responsibility for housing social security. The appropriate mode is the mode of supplement by government. The long term goal of social security should be the security for the whole people ; but in recent years it should only cover part of them. The government should take different social security modes, determine the reasonable level according to different factors of economic development, not rejecting non-governmental effort for housing security; on the contrary, it should raise housing funds from multiple channels-and make them in full use. In short,the housing social security system should be set up with gov-ernment taking primary responsibility, the central and local goverments shraing their roles in the system. The housing social security should be contained in the whole social security systems, taking all the related factors into consideration, such as the relations between housing social security and other social security departments and providing necessary facilities for housing, security.
