摘　　要：按照工程量清单计价方法编制的工程预算,不能直接作为施工单位投标报价的依据,也不能直接作为项目成本管理和控制的依据;这是当前大多数中小建筑企业在工程成本管理中普遍存在的普遍现象。分析这种现象产生的原因,并提出施工企业成本测算的一般方法。Engineering budget made by engineering measures list valuation method can not directly be the base of the bidding and the management and control of project cost for construction units. This is ubiquity during managing project cost of mass medium and small-sized construction organization. The reason of this phenomenon is studied and the method of calculating project cost is given.
