摘　　要：UCR项目是由美国联邦调查局统一负责的警方统计制度,经过近80年的发展和完善,其组织机构、覆盖范围、统计项目、犯罪统计资料的收集与分析、发布出版以及质量控制等诸多方面,在世界范围内处于先进地位。该项目中的两大法则——等级法则、时空分离法则在很大程度上影响着警方犯罪统计的实践和数据。UCR is a police statistics system in the charged of federal bureau of investigation. After developing and improvement for nearly eighty years, it has achieved level around the world in such respects as organization, coverage, statistical items, the collection and analysis of criminal statistical materials as well as the publication and quality control. The role of rank and rule of time-and - space separation affect the practice and data of police＇s criminal statistics to a great degree.
