农村被动城市化模式的创新性探索——厦门乌涂村“金包银”工程规划设计

摘　　要：厦门"金包银"工程采取旧村改造与工业区建设并举的农村被动城市化发展模式,既改善了农村人居环境,还解决了被征地农民的生活出路问题.根据土地集约化使用等原则,乌涂村"金包银"工程的规划设计,针对村庄建设的具体困难,提出"一带、三轴、六组团"的规划结构,合理区分"金边"及"银里"用地范围及相应的设施规划,其实践探索具有创新意义.The Gold Rimming Silver Project of Xiamen is an innovative model of passive urbanization that combines village restructuring with industrial expansion. It has not only improved the rural living environment, but also provided jobs to land-taken farmers. According to the principles of intensive land use and the construeit- ng requirements specific from the land taken village, the plan design of the Gold Rimming Silver Project of Wutu Village has outlined as its focus the strategy of one belt, three axes and six communities, distinguishing the gold rimming land and the silver interior land with good facilities and planning. The model is an innovative trial.
