摘　　要：介绍了国内外调水工程建立水银行制度的经验,从水资源优化配置的角度分析了浙东引水工程水银行制度建设的必要性和可行性,指出建立区域水银行是实现浙东引水工程水资源合理配置的有效途径,提出了浙东区域水银行制度建设的设想和运作模式。The experience about water bank system of overseas water transfer projects was introduced.The necessity and feasibility of constructing water bank system of East Zhejiang Water Transfer Project were analyzed from the perspective of optimization allocation of water resources.Some suppositions and operation patterns for the construction of water bank system in the eastern area of Zhejiang were put forward.The results show that the construction of regional water bank is an effective way to realize rational allocation of water resources in East Zhejiang Water Transfer Project.
