摘  要:塔里木河流域近期综合治理,使流域灌溉条件和生态环境得到了初步改善。由于全球气候变暖,一方面冰川消融增强,雪线升高和冰储量减少,尽管冰川融水量近期有所增加,但长期会造成对河川径流调节能力减弱;加上对降水影响,使河流洪枯水量悬殊,可利用水资源量减少。另一方面使平原地区干旱加剧、消耗水量增加;同时,社会经济发展对水资源需求量不断增加,水资源供需矛盾及水质恶化的问题,是制约流域社会发展的瓶颈。因此,为了保障流域的可持续协调发展,必须长期坚持对塔里木河流域以节约、保护、合理配置水资源和盐碱化防治为主的综合治理。The economic development and ecological environment protection of a river basin is an important guarantee for social progress of human being. The recent integration rehabilitation of the Tarim River Basin has resulted in elementary melioration of irrigation condition and ecological environment of the basin. Due to global climate warming, on the one hand the glacier melting increasing, snow line rising and glacier storage decreasing, glacier malting although water is increasing in near future, they could weaken the regulation capacity of river's runoff, and could make the great disparity between flood and lower water of runoff and decreasing of water resources amount available; on the other hand climate warming results in drought enhancing and water consumption amount increasing in plain regions for long-range. Meanwhile, the society economic development requires more water resource, so some problems, such as the contradiction between supply and demand of water resources and water quality degenerating, will be the bottleneck of restricting society progress in the basin. Therefore, to ensure sustainable and harmony development of the whole river basin, it is necessary to insist on comprehensive rehabilitation of water saving, protection and rational distribution of water resources and salinazation prevention and cure in the Tarim River Basin.
