摘　　要：机动车责任强制保险制度的理念是保障交通事故受害人的利益救济.该理念的实现在我国存在制度障碍,其中,最主要的障碍是机动车责任强制保险制度设计存在诸多问题.通过阐述问题之所在提出了解决的法律对策.The idea of the compulsory motor vehicle liability insurance system is to protect the interest of the injured party. There are some obstacles in China that prevent the realization of the ideal. Most of all, the main obstacle is the flaws of the compulsory motor vehicle liability insurance system. The article focuses on the flaws of compulsory motor vehicle liability insurance system and some countermeasures are proposed.
