摘 要:将风险辩识和风险评估理论运用到液化天然气(LNG)船舶的营运风险研究中,有利于液化天然气船舶在进出港航行以及靠港卸货作业期间的安全生产。相关国际公约和国家有关法规、标准及资料,运用风险矩阵评价方法,结合液化天然气船舶的特点和以往液化天然气船舶以及相关船舶的案例分析,对液货泄漏进行了风险辨识研究,划定了4类风险辨识范围,分别为船舶间碰撞、船舶搁浅、非工艺性火灾、卸货期间的操作失误或设备故障,并对重大风险进行了半定量风险评估。研究认为,液化天然气船舶在航运过程中总共有4个单元20个可能的安全事故(中等风险5个、低风险15个),某些事故发生后果虽然严重,但事故发生概率较低。结合现有安全管理体制,提出事故控制措施。The application of the theory of risk identification and risk assessment in study of LNG vessel's shipping risk is beneficial to the shipping safety during LNG vessels entering and exiting ports as well as during unloading operation. Ship, naval engineering; According to relevant international conventions, national laws, standards and concerned information, risk matrix assessment method is used to identify the risks of liquid cargo spill, taking into consideration LNG vessel's features and experience of some related cases of LNG vessel accidents. The risks are categorized as four sets: collision, grounding, fire on vessel and operation error or facility fault during unloading. By half-quantitatively analyzing method, five average risks and fifteen low risks are determined. From results of the risk assessment, it is concluded that the probability of LNG vessel shipping accident occurrence is relatively low, although the consequences of some accidents are serious. Also, some measures for controlling accidents are presented from current safety management system.
