摘　　要：在中国经济转型中,持续扩大的城乡收入差距令政府和学者感到担忧。而作为财政政策的政府转移支付在加大城乡收入差距这一问题上扮演越来越重要的角色。文章以上海市城乡差别为例,首先分析了转移支付对城乡收入差别的影响,进而论述了影响城乡转移支付差别的内在机制,最后,得出转移支付应该在城乡均衡分配的结论。China＇s economic restructuring has continued to widen the income gap between urban and rural residents, this phenomenon causes concern of the government and the academics. Transfer payment, acting as a fiscal policy of the government, in playing an increasingly important role in enlarging the income gap between urban and rural areas. This paper, taking Shanghai＇s urbanrural difference as an example, firstly analyzed the impact of transfer payment on urban-rural income gap, then discussed the inherent mechanism which affects the transfer payment, finally come to the conclusion that transfer payment should be distributed with balance between urban and rural areas.
