构建志愿者服务应急救援体系面临的问题及对策——抗震救灾中志愿者服务引发的思考

摘　　要：随着危机事件的频繁发生,如何应对公共危机事件成为政府面临的一个重大问题。在公共危机治理过程中,单靠政府的力量是不够的,志愿者组织自身的特征使其在处理公共危机的过程中具有先天的优势,构建志愿者应急救援体系具有十分重要的现实意义。然而,目前我国的志愿者组织在参与危机管理过程中存在着缺乏法律保障机制、救援的经费缺乏保障、志愿者欠缺专业特长和缺乏理性精神等严重不足,应对突发性事件时难以发挥出应有的效能。因此,应当正视不足,通过政府引导、社会支持以及志愿者组织自身能力建设等方面的配套机制,以保证志愿者组织的作用得以充分发挥,确保危机的顺利解决。With the frequent occurrence of crises, it has become a major problem for the government how to deal with the public crises. In the process of crisis management, the government＇ s single effort is not enough. Therefore, establishing the emergency rescue system of volunteer service is of great practical significance due to its inborn advantages imposed by the unique characteristics of the volunteer organization. However, there exist serious deficiencies in China＇ s volunteer organizations, which prevent them from playing their due roles in the process of crisis management. So, facing these deficiencies, we should ensure the volunteer organizations＇ full roles in the crisis management via the joint mechanism of government guidance, social support, and the volunteer organizatons＇ self-improvement and so on.
