国外公众参与城市规划的经验与启示

摘　　要：在中国城市规划从"精英式"走向"大众化"规划过程中,美国、德国等发达国家城市规划公众参与机制完善的法律保障、严格的公众参与程序、完整的反馈修改机制等值得借鉴。在中国城乡规划转型过程中,应该公开城市规划相关信息,将公众参与时间前移和重心下移,提高公众参与的专业知识和技能水平,扩大公众参与内涵,以实现各方利益均衡。The urban planning experience of the United States, Germany and other developed countries give insights into the urban planning of China, especially when the planning mechanism is shifting from elite - oriented to civil - oriented strategy. The public participation of the developed countries is featured by perfect law guarantee, reasonable procedure of public participation, feedback mechanism, etc. In the transformation of urban planning, the following measures should be taken, such as publicizing planning information, giving proper public participation time, and providing contexts for the public to learn planning knowledge, trying to balance the interests of concerned parties.
