中国经济适用房供求的省际差异分析

摘　　要：作为中国多层次住房保障体系的主体之一,经济适用房在发挥其历史性作用的同时,也暴露出了一系列问题。本文在对比分析经济适用房住户特征和房价收入比变动的省际差异的基础上,以住房保障对象是否"买得起"和"买得到"本省经济适用房为主要划分标准,根据各省市经济适用房的供求状况将全国30个省市划分为四大类型区,并对各类型区的特征进行了描述和对比。本文认为,建立、健全科学的地区居民住房支付能力指标评价体系对各地政府住房保障政策落实情况进行等级评定,并将评审结果作为中央对各地政府政绩考核的内容之一,将会有效促进经济适用房政策的落实。Affordable housing has pertormed as a vital role in meeting the housing need from the low-and mid-incomers,which has also not been free from criticism.This paper depicts the characteristics of beneficiaries and housing affordability ratings among regions.Meanwhile,according to hous- ing affordability and accessibility,the paper classifies the 30 provinces into four kinds and com- pares the differences among them.It credits the ideal performance of affordable housing policy a- mong different regions with revising local governments' performance assessing system according to a scientific housing affordability index.
