摘 要:城市非建设用地数量、功能与性质的巨大变化,决定了必须改变传统城市非建设用地规划和管理策略。通过划分城市非建设用地中的生态基质用地和可建设用地,严格确定其边界,并分别予以严格的保护和发展导引,从而协调城市非建设用地保护和发展的矛盾。生态敏感性分析作为理论成熟、应用广泛的技术方法,能够为城市非建设用地划分提供科学有效的依据。文章以南京市江宁区大连山—青龙山片区为例,选取合适的生态因子和分析方法,研究各因子对地块生态敏感度的综合影响,进而划分生态基质用地和可建设用地,从而阐明生态敏感性分析在城市非建设用地划分中的应用。Enormous changes in the quantity, function and quality of urban non-construction land have resulted in the necessity of transforming our traditional strategy in the planning and management of this land. By accurately demarcating ecological and buildable land, and respectively protecting and supervising their development as well, we can conciliate the conflict between the protection and exploitation of urban non-construction land. As a technological methods with sound theoretical base and universal practical use, Ecological Sensitivity Analysis can support scientific and valid evidence for the demarcation of urban non-construction land. In this article, taking Dalian-qinglong mountain area of Nanjing as an example, we make full use of appropriate ecological factors and analytical methods in order to study the comprehensive influence these factors have exerted on local ecological sensitivity. Afterwards we demarcate ecological and buildable land, thus illuminate the application of Ecological Sensitivity Analysis in the process of demarcating urban non-construction land.
