摘　　要：我国城乡分割的二元社会保障制度已经不能适应改革开放的需要,亟待改革,建立覆盖城乡的统一社会保障体系。这一工作面临诸多障碍,为了顺利实现城乡社会保障制度的对接,就必须转变观念,建立多元化筹资体系,构建多层次农村社会保障体系,分地区、分步骤、有差异地进行,建立全国统一社会保障网络,改革现行户籍制度。The binary social security system divising of city and countryside in our country has been unable to meet the needs of reform and opening up, which need reform urgently, establishing a unified of the social securily system covering urban and countryside. This work is facing lots of obstacles. In order to achieve the social security system＇s butt-joint successful, we must change our concepts, establish a diversified funding system, and construct a multi-level social security system for countryside, which will be carried out subregionally, step by step and distinctively, establishing a unified national social security network, and reforming the existing household registration system.
