论我国政府采购制度的生态化

摘　　要：政府采购是政府调节经济和社会的基本手段,它是解决贫困、种族歧视、资源浪费、环境问题、经济危机等一系列社会问题的重要方法。在生态安全状况日趋严峻的今天,为缓解生态矛盾,我国应借鉴西方发达国家先进经验,对政府采购制度进行生态化改造。生态化措施主要包括:实行绿色采购清单和标准制度、政府采购信息公告制度和财政补贴制度。唯有如此,才能促进资源节约、环境保护和我国循环经济的发展。The government procurement is the government regulating economy and society＇s essential method, it is the solution is impoverished, racial discrimination, resources waste, environment question, economic crisis and so on a series of social question important method. In ecological security condition stern today, is day by day the alleviation ecology is contradictory, our country should profit from the western developed country advanced experience, makes the ecology transformation to the government procurement system. The ecology measure mainly includes： implements the green purchase detailed list and the standard system, the government procurement information announcement system and the fiscal subsidy system. Only has so, can promote the resource conservation, the environmental protection to circulate the economical development with our country.
