转型时期我国城市规划运作过程中的规划理性问题

摘　　要：转型期的中国城市规划既受到人们的重视,也承受着越来越多的责难,主要的争议源于对城市规划的理性作用不能有效发挥。城市规划在实际运作过程中究竟存在什么样的理性问题?是什么因素导致规划的作用不能正常发挥?为此,在概念界定和文献综述的基础上,从综合规划模式的角度将规划运作过程分为四个环节,并对每个环节的城市规划的理性问题进行了探讨。结论是转型期的中国城市规划运作过程是一个有限理性的过程。As China urban planning has been increasingly paid attention in the transitional period, it also endures more and more criticism, which mainly focuses on the failure of rational effects of urban planning. So, what is the rational problem in the performing process of urban planning？ Based on the definition and literature re- view, this paper tries to divide the performing process of planning into four phases, and then studies rational problems respectively. The paper finds that, the performing process of planning is the one of bounded rationality and the effect of urban planning has many limitations in many aspects.
