摘　　要：政府应当是农村公共品的主要提供者,但由于我国政府间财权事权划分混乱,再加之各级政府严重的"城市偏好",在很大程度上导致了我国农村公共品陷入供给困境。因此必须采取相应的措施来缓解这一情况。Government shall be the major supplier of public products in rural area. However, since the division of governments of various levels in financial and administrative power is unclear and the various governments generally pay most of their attention to cities, the supply of public products in rural areas is stuck in a dilemma. Therefore, appropriate measures shall be taken to resolve this problem.
