摘　　要：木文提出了对瞬态及低频波形的测量方法和要求，并根据测量方法的要求从硬件和软件两方面具体介绍了仪器设计。This paper proposes the measuring method and demands about the twinkling state and the wave form of low frequence， and introduces the detailed design of instrument from two parts of software and hardware．
