摘　　要：明治政府成立之初,财政困难重重,没有稳定财源,支出浩繁。为摆脱困境,保障推翻德川幕府,明治政府发行了太政官札,解决了倒幕战争、明治政府运转所急需的各种经费,在财政上有力地保证了倒幕战争的胜利和新政府在全国统治的确立。At the beginning of Meiji administration, there were lots of financial problems. The government was not able to make the two ends meet. The financial resources were not stable, while the expenditure was vast and numerous. In order to overcome all these problems, and to assure to overthrow the Tokugawa leyasu, the government issued taiseikansatau, which solved the urgent need of money during the overthrowing leyasu war period, and assured the victory of Meiji side and the complete control of the new government.
