摘　　要：农村医疗保险制度关系到农民医疗保障的需要、中国农村经济的发展和社会的稳定。我们必须以科学发展观为指导,发挥国家、政府的主导作用,借鉴国外经验,积极进行立法创新,克服在建立农村医疗保险制度中所面临的诸多不利的法律环境因素,选择符合中国国情、具有中国特色的农村医疗保险模式,加大宣传力度,强化农村医疗保障制度的法律实施机制,提高立法层次,建立健全农村医疗保险法律体系。The system of countryside medical care insurance involves the farmers＇ need of medical service guarantee, economic development and social stability in Chinese rural areas. We must take the scientific development concept as the guide, play the governments＇ leading role, profit from the overseas experience, carry on the legislative innovation actively, overcome many unfortunate environmental factors which we must face while establishing the system of countryside medical care insurance , choose a countryside medical insurance pattern with Chinese characteristics, conforming to the Chinese national condition, increase the propaganda about it, strengthen the legal execution mechanism of the system of countryside service guarantee, enhance the level of legislation, establish and perfect the legal framework of countryside medical insurance.
