摘　　要：政府采购改革的方向之一是提高管理的精细化水平,而运用现代信息技术是提高精细化管理的有效手段。2006年,水利部预算执行中心开发了水利部政府采购管理信息系统。该系统的运用有效促进了水利部政府采购各管理环节的衔接,强化了政府采购精细化管理。One of the objectives of reform of government procurement is to enhance the level of details management, and modern information technology can be an effective tool for its accomplishment. In 2006, the Budget Center of Ministry of Water Resources （MWR） developed MWR Government Procurement Information Management System. The operation of the system looks after the finer details in government procurement management, and enabled a precise and detailed management.
