摘　　要：图书馆在服务的过程中难免出现与读者之间的摩擦,加之我国有关图书馆方面的法律体系极不健全,常常无"章"可循,会出现一定的权利纠纷,缺乏现实法律依据来保障读者的合法权益。一方面要加快推进图书馆系统的法治建设,规范图书馆对读者的管理行为;另一方面还要通过加强对读者的入馆前教育、加强对图书馆工作人员的培训和法治意识、形成教育手段长效机制,以此完善读者违规的预防举措,构建图书馆与读者的和谐关系,从而推动图书馆与读者的和谐相处,真正实现依法治馆。There are inevitable conflicts with readers in the course of services in library. In addition, the legal system about libraries in China is not perfect without rules to follow so that there are some rights disputes but there lacks a legal basis to protect the readers legal rights. On the one hand, we should accelerate the construction of the rule of law for the library system and standardize the management of readers; on the other hand, we should strengthen the library staff training and consciousness on the rule of law awareness through strengthening the education readers belore they enter the library and form the long-term education means mechanism in order to improve the prevention measures for readers＇ violations, construct a harmonious relationship between libraries and readers, and realize ruling the library by law.
