“3.21”北京电网220kV草桥变电站停电事故调查分析

摘　　要：介绍了2008年3月21日北京电网220kV草桥变电站停电事故的发生经过,对事故相关的电力设备配置及运行情况进行了详细调查与分析,得出结论:气体绝缘金属封闭开关设备(gas insulated switchgear,GIS)电缆终端气室内GIS本体与电缆连接处安装不当从而引发绝缘破坏是导致本次事故的主要原因;鉴于高压开关设备在电网中的重要作用,现场安装是确保其整机性能的重要环节,对该环节应采取严格的质量控制。最后提出了避免该类事故发生的相关建议和整改措施。In this paper the process of blackout occurred in 220kV Caoqiao substation of Beijing power network in China on March 21, 2008 is presented. By means of detailed investigation and analysis on the configuration and operation condition of the power equipments relative to the fault, the conclusion is drawn that in the gas chamber of cable terminal the incorrect connection of the noumenon of gas insulated switchgear （GIS） with cable terminal which touches off destruction of insulation is the main reason leading to this accident. In view of the vital fianction of high voltage switchgears in power network, the field installation of high voltage switchgears is an important link to ensure the overall performance of GIS, thus strict quality control should be applied to this link. Finally some suggestions and reform measures to prevent this kind of accidents are proposed.
