高寒牧区产业竞争力——以甘南牧区为例

摘　　要：甘南牧区是青藏高原"中华水塔"的重要涵养地,但由于人口生态压力严重超载、生产经营方式落后、公共产品覆盖率低,传统产业难以抵御自然和市场双重风险,牧业、牧民、牧区问题日益严峻,亟需转变传统的经济增长方式,推动产业结构转型,建设人地和谐的新牧区。针对这些问题,运用偏离-份额分析和主成分分析对甘南产业竞争力进行深入讨论,研究结果表明:产业发展水平低、效益差、技术水平落后、产业结构"虚高度化"是导致甘南产业竞争力落后的主要因素。在此基础上,提出了相关的对策建议。Gannan pasture area is important water conserving area and an ecological protective screen in upper reaches of Yangtze and Yellow rivers.However,as a result of severe overloading of population-ecological pressure,backward production methods and low coverage of public goods,traditional industries were difficult to resist the double risk from nature and market,the problems of the livestock,pastoralists and pasture area are becoming increasingly serious.It is urgent to change the traditional mode of economic growth,promote industry transformation and build a new harmonious pastoral area.In light of these problems,this paper applies shift-share analysis and principal components analysis to discuss Gannan＇s industrial competitiveness.Finally,we reach the conclusion that the major factors for competitiveness backward are the low level of industrial development,poor efficiency,laggard technology,and the industrial structure＇s ＂virtual sophistication＂.Based on the results,the paper provides the correlative policy and advice.
