我国淮河流城四省浆纸工业水污染现状与治理前景分析

摘　　要：根据国务院函［１９９６］５６号文批准的《淮河流域水污染防治规则及“九五”计划》，淮河流域在１９９７年要实现全流域工业污染源达标排放，２０００年要实现水体变清及该文件中设定的ＣＯＤ总量指标，并对该区域造纸工业水污染现状、治理目标，措施及前景进行了分析。１９９７年通过大量关停小纸厂可满足该文件设定的ＣＯＤ总量指标，但难以实现全行业达标排放，２０００年全流域造纸工业必须在清洁生产的基础上实施厂外二级以上处理，达到ＧＢ３５４４－９２表３列出的一级标准，才能符合总量控制要求，难度甚大，本文提出了相应建议。Zhang Ke Wu QiangBeijing Institute of Light IndustryIt has been targetted that by the end of 1997 all industrial effluents entering the Huaihe shoujld conformn with the imposed discharge regulatins, and in the year 2000,Huaihe shihe should become a clear water body , The present sitatus of water pollution contributed by the pulp and palper mills along the banks of the Huaihe and abatement measures to be undertaken are reviwed; shUTTING DOWN AND MERGING OF A large number of small pulp and paper mills along the Huaihe may possibly bring the total COD discharged to a satisfactory level at the end of 1997 , but this does not mcan that all mill. will be discharging without violating the regulations. To reach the good target for the year 2000 . cleaner producatiun must be practised by all mills in conccrn . and adoption of secondary biological treatment fo mill effluentwill have to be necessary It is not going to be an easy task. Suggestions are being presented on the paper.
