摘　　要：基于九省的一线调研,本文对县级政府在新型农村合作医疗制度模式、财务机制与工作网络领域的影响机理进行了理论与实证分析。文章认为,县级政府的政治意愿与机构能力是决定新型合作医疗制度保障能力与农民受益程度的关键,并提出了"调整县乡政府考核指标"、"加快县乡村基层机构民主化进程"以及"建立基于医疗供方的医疗费用降低机制"的政策建议。Based on nine provinces survey, this text analyzes the influence of county government on the new rural cooperative medical treatment system mode, financial mechanism and job network. We found that the political wiliness and organization capability of the government is the key to determine new cooperative medical treatment system supportability and peasants benefit from it. The policy recommendations are to adjust the examination index of county government, accelerate the county organization＇s democratization process, and set up the mechanism of reducing hospitalization cost on the basis of the medical supplier.
