融合与共享:论和谐视域中残疾人体育的可持续发展

摘　　要：残健融合是残疾人体育追求的最终目标,目前,我国残疾人体育在竞技体育、群众体育和学校体育各领域都呈现不同程度的"边缘生存"状态。通过国际比较与国内的现状分析表明,残疾人的体育生活"断裂"的主要原因在于政策保障、利益表达、社会的接受与支持等环节存在缺失,残疾人与健全人共享体育运动的观念尚未形成。提出并解读残健融合的三个层次内涵,指出和谐视域下的残疾人体育可持续发展应在立法、管理、资源等方面实现共享式改革,并要建立完善的支持服务体系和开发特定产品。Integration of persons between disability and healthy is the ultimate goal of disabled sports pursued. At present, Chinese disabled sports in all areas of competitive sports, mass sports and physical education have shown some marginal existence status. The result shows that there are many reasons in the fracture of physical activities of persons with disabilities, which lies in the missing of security policy, the interests of expression, social acceptance and support. The conception that the disabled and able bodied people share with sports has not yet formed. This paper interprets the three-level of integration between disabled and healthy person, points out a harmonious view of the sustainable development on disabled sports, which should be shared to achieve the reform in legislation, management, and resource, and establish a perfect supported service system and developed the specific products.
