摘　　要：政府信用危机是由于政府违背社会契约,行为不正义而导致,其发生通常是局部性的,而其危害往往是全局性的;政府信用危机通常没有标准化的测量方法,而且造成后果通常难以恢复,因此主要以预防为主;政府信用危机是一个价值概念,本文目的不在于证明某些事件是否构成信用危机,而是试图寻找一种预防机制。The credit crisis comes from government＇s violating the social contract and injustice conduct. Its occurrence is usually localized, and the harm is often the overall. The situation is that the government credit crisis often does not have a standardized measurement method, and the consequences are often difficult to restore. The paper holds that it should depend mainly on prevention. The government credit crisis is a value concept, and the paper doesn＇t intend to prove whether certain incidents belong to credit crisis, but trying to find a preventive mechanism.
