摘　　要：为了辅助市政管理部门及时应对城市突发危机事件,采用互联网地理信息系统(WebGIS)技术建立一种分布式城市应急决策支持模型.根据科学处理城市公共危机所需的预案管理要求,设计了模型的框架、功能并集成一个针对紧急疏散的专家系统.研究表明,该模型为数字城市应急系统建设提供了一种行之有效的开发模式.To assist government authorities identify evacuation strategy shortly after the outbreak of disasters, a distributed urban emergency decision-making＇support model based on WebGIS is proposed. The architecture and function of the model is devised to meet the scientific conditions in emergency management, and an expert system integrated with We- bGIS is designed for large-scale evacuation planning. Research results show that the model is efficient to provide a development mode for the establishment of digital urban emergency management system.
