税费改革后新疆乡镇政府的职能缺陷及对策研究

摘　　要：目前,新疆乡镇政府在职能定位中存在一些突出问题,主要是:"缺位"与"越位"现象并存,该管的不管,不该管的却管;乡镇财政困难,只能养人不能"养事";条块分割,使乡镇政府事权不清;考核方式欠科学,影响干部的积极性。这种现状与新疆乡镇政府应承担的职能相去甚远,直接或间接延误了新疆农村经济的发展,应对症下药予以有效解决。Since the development of economy in Xinjiang fails behind, the local township government lacks of financial sources. After reform of taxes, the problems of functions orientation becomes more and more serious in the local government. The local government lacks of the capacity and motivation of supplying public goods. We should reform the functions of local agencies. Those depend on changing the functions of local government and the political system.
