摘　　要：简述全面推进集体林权制度改革的重大意义,介绍中国造纸原料林基地建设的现状,分析林权制度改革对造纸工业发展的影响,提出加快推进造纸原料林基地建设的措施与对策。Great significance in overall promoting collective forest ownership reform was elaborated. Present situation of the construction of the base of China paper material forest was introduced. The effect of forest ownership reform on the development of paper industry was analyzed, and measures and strategies of speeding and promoting the base of material forest construction were put forward.
