摘 要:缺水形势严峻与雨洪灾害频发的矛盾是我国大部分地区,特别是北方地区面临的普遍问题,雨洪资源化是缓解这一矛盾的有效途径。以北京市平谷盆地为例,评价了当地雨洪资源利用现状,指出水库蓄放水不足、河道生态环境退化、集水工程长期积水引起水质恶化、河流富营养化严重等是当前区内雨洪资源化过程中存在的主要问题。针对这些问题,提出改善河流水质、增加水库放水量、充分利用地下储水空间、加强城镇雨洪资源利用、因地制宜地利用山区雨洪资源等应对措施,为当地雨洪资源利用研究和实践提供参考,并为其他地区提供借鉴。Contradiction between serious situation of water shortage and high frequency of storm disaster is not one of the uncommon problems in most parts of China, especially in the north. Storm water utilization can plays an important role to tackle the problems. As a case study of storm water harvesting, the paper evaluates the current status of Pinggu Basin, Beijing, and points out the existing problems such as decrease of water storage and discharge of the reservoirs, the degradation of eco-environment in watercourses, the degeneration of water quality by long-time storage without movement, the eutrophication in rivers and so on. Some measures such as improvement of water quality in rivers, increase of discharge from the reservoirs, use of underground storage space, utilization of urban storm water, strengthening use of storm water from the mountain areas, etc. are suggested to improve the situation. This may provide a reference for storm water utilization study or practice in local or other areas.
