摘　　要：根据森的对"福利"新的理解,分析得到:社会保障、家庭收支状况、居住及生活环境、心理、应用权利是衡量失地农民福利状况的5个主要指标。并由此设计问卷对湖北省农地征用前后农民福利的变化进行实证分析。针对农民福利受损的具体原因作出分析并提出政策建议:委托独立的第三方建立公正、合理的补偿标准;建立非官方的多方参与的征地互动交流平台;加强被征地农民心理辅导建设。Based on Amartya Sen＇ s new definition of ＂welfare＂, it is discovered that social security, family payments, housing and living environment and psychology are five key indexes to measure the situation of landless peasants＇ welfare. A questionnaire was thus designed to give an empirical analysis of the changes of farmers＇ welfare before and after the acquisition of agricultural land in Hubei Province. This paper analyzes the specific reasons for the loss of the farmers＇ welfare and offers proposals for policy making, that is, establishing a fair and reasonable compensation standard by an independent third-party, setting an unofficial communication platform of land requisition, and strengthening the landless farmer＇ s psychology counseling construction.
