摘　　要：针对接连发生的土地贱拍、流拍现象,国家提出实行勾地制度。通过文对勾地制度的概念、实施背景、由来以及实施的原因进行分析,并在此基础之上进一步综合分析勾地制度在我国土地出让过程中所发挥的积极作用,最后从完善勾地制度运行的内部和外部环境两大方面着手提出完善我国勾地制度的建议,从而确保国家土地出让市场健康、有序发展。Aiming at the phenomenon of low-priced and aborted auctions, China has demanded the implementation of application list system for land auction. This paper analyzes the conception, background, and origin of the system and the reasons for the implementation of the system. The paper further analyzes the active function of the application list system for land auction in the land transferring of this country, and puts forward suggestions for the improvement of application list system for land auction from the perspective of inner and exterior circumstances to ensure healthy and ordinal development of land transfer market.
