摘　　要：提出城市网络进一步发展的建设方向(立体网),并就立体网建设、优化关键技术站址分布、小区配置、切换调整、拥塞控制等进行了详细分析,提出了立体网建设策略和方法。It puts forward the construction direction of city network that is three-dimensional network, and details the key techniques of three-dimensional network construction and optimization such as stations site distributing, cell configuration, handover adjustment, congestion control. Strategy and methods of three-dimensional network construction are given.
