摘　　要：UICC作为3G用户终端一个重要的组成部分,需遵循相关的安全特性协议,并满足相关的一致性测试要求,通过对UICC安全特性框架和3种不同安全属性的编码格式的分析,对安全条件、安全环境、逻辑通道之间的关系进行了梳理。对UICC安全特性在TD-SCDMA用户终端中的具体实现进行了详细设计,并给出了安全操作过程相关的典型流程图,同时也满足UICC的一致性要求。As an important part of 3 G user terminal, universal integrated circuit card （ UICC ） must abide by correlative security feature protocol and meet the requirement of conformance testing. Through the analysis on the framework of UICC security features and three coding forms of security attribute, the relations of security conditions, security environment and logical channels were studied. The implementation of UICC security features in the TD-SCDMA mobile terminal and the chart of typical security operation procedure are given.
