摘　　要：党的十七大报告再次强调实现经济增长方式的转变.借鉴西方发达国家的成功转型的经验教训具有重要意义。以日本和德国为研究对象,从经济指导思想、政府与市场关系和政府作用这三方面对两国在经济转型期时政府干预模式进行比较研究,最后得出启示。The congress report of CPC 17th is putting more emphasis on the transformation of the economic growth mode, therefore, the successful reforming experience of those developed countries becomes precious and important.This essay first compared the situition in Japan with it in Germany during their economic reforming period.Then it researched into both of the coutries on their guiding principles and relationships between the government and market ,and the government＇s functions,trying to find out the differences between their government intervention modes.At the end of the essay,it made a conclusion and tried to carry out a revelation.
